Important information about customs and import duties

Why DDP can help with shipping to Costa Rica

DDP consolidates transport and agreed import costs at the sender's end. This provides the recipient with greater cost certainty. This particularly improves processes in online retail.

Possible advantages include:

  • Clearer overall costs before shipping
  • Fewer payment questions upon arrival
  • lower risk of refusal of acceptance
  • Predictable processes for business customers
  • simpler calculation of recurring orders

However, DDP is not suitable for every shipment. The supplier, the type of goods, and the importer must all support the procedure. Product approvals are also still required.

Also, clarify the recipient identification. Agree on responsibilities in writing. Our Incoterms guide for Costa Rica shipments explains DDP and DAP.

Customs duties on shipments to Costa Rica

Costa Rica is outside the EU customs territory. Therefore, every shipment of goods requires a customs declaration. Gifts and free samples also need to be declared with a realistic value.

The import duty depends on:

  • SAC or HS code
  • Product type and material
  • Customs value of the shipment
  • Country of manufacture and origin
  • Intended use and condition
  • possible excise tax
  • required technical specifications

Costa Rica uses the Central American Tariff (SAC). The product-specific Daily Import Duty (DAI) constitutes the regular import duty. There is no uniform rate for all goods.

Customs advantages for goods originating in the EU

The EU-Central America Association Agreement has applied to Costa Rica since 2013. Qualifying goods of EU origin can receive a reduced or waived customs duty.

For this to apply, the product must comply with the rules of origin. Furthermore, the importer needs a valid proof of origin. Simply shipping the product from Germany is not sufficient.

Check commodity code, rule of origin, and proof of purchase in Access2Markets. Our guides will help you with this. Customs preparation for Costa Rica and active in appropriate export documents.

Value added tax (VAT) on imports to Costa Rica

The standard Costa Rican VAT rate is 13 percentLocally, this tax is called "Impuesto sobre el Valor Agregado", or IVA for short.

For imports, the tax base regularly includes the CIF value. This includes the value of the goods, transport, and insurance. Import duties and other charges further increase the tax base.

A rate of 13 percent therefore does not mean 13 percent of the total cost. Product duties, special taxes, and fees may apply. Some goods are subject to different rates or exemptions.

The HS code provides clarity. Have the exact calculation checked before shipping.

Special customs regulations in Costa Rica

Costa Rica's customs administration uses the electronic system TICA. It processes declarations, transport, and duties. For formal imports, a local customs broker may be required.

For commercial goods you often need:

  • Commercial invoice with invoice number
  • Detailed product description in Spanish
  • SAC or HS code per position
  • Quantity and unit value
  • Total value and currency
  • Net and gross weight
  • Country of manufacture and origin
  • Transport and insurance costs
  • Recipient's identification data
  • Packing list for multiple packages
  • Approvals for controlled products

Technical information is called "Notas Técnicas" in Costa Rica. It can trigger inspections or approvals. This applies to products such as food, cosmetics, medicines, animals, plants, and chemicals.

Courier services often ask for the Costa Rican identification number. Businesses usually use their "cédula jurídica" (legal ID number). Private individuals provide either their cédula or passport number, depending on their status.

Please verify these details before collection. Discrepancies between the invoice, waybill, and recipient profile will delay release.

Common problems with shipping to Costa Rica

Incomplete addresses complicate the last mile. Missing product data, on the other hand, slows down the customs process. Therefore, check recipient and product information together.

Typical errors are:

  • Province, canton, or district are missing.
  • The five-digit postal code is incorrect.
  • A permanent point of reference is lacking.
  • The mobile number cannot reach the recipient.
  • The product description simply reads "Gift".
  • The HS code is missing from the invoice.
  • Samples have a customs value of zero euros.
  • Origin and country of shipment get mixed up.
  • The recipient identification and waybill differ.
  • A required technical notice is missing.
  • Batteries do not appear in the transport data.
  • DAP costs surprise the recipient.

Have the recipient copy the delivery address. Then check the invoice, label, and booking details. This reduces the risk of unnecessary queries.

Shipping methods to Costa Rica

Urgency, size, and content determine the appropriate service. Documents require a different solution than pallets. The destination also influences the selection.

Express Shipping

Express shipping is suitable for urgent documents, spare parts, and samples. Detailed tracking simplifies scheduling. Customs clearance remains part of the overall delivery time.

You can read more about this on our page about Express shipping to Central America.

Airfreight

Air freight complements parcel services for heavy business shipments. It is suitable for technology, spare parts, and smaller pallets. A customs broker can accompany the import process.

Sea Freight

Transport routes between Germany and Costa Rica

Packages and express shipments travel predominantly by air. Sea freight handles large or less urgent cargo. Within the country, road transport usually follows.

Air route via Juan Santamaria

Juan Santamaría International Airport is located near Alajuela. It serves the greater San José area. Many time-sensitive shipments reach Costa Rica via this hub.

Once customs clearance has been completed, a courier or postal partner takes over. Destinations in the central highlands benefit from short inland stages.

Sea route via Moín or Caldera

Moín is an important gateway on the Caribbean coast. Caldera lies on the Pacific coast. The shipping company and port of departure determine the most suitable route.

After port clearance, transport to the recipient follows. Pallets and containers require a coordinated domestic solution for this.

Delivery outside the Central Valley

Mountain roads can lengthen some routes. Heavy rainfall can also affect certain routes. Allow extra time for remote coastal locations.

Import duties in Costa Rica

Several import costs can be added to the transport price. The HS code and customs value determine the specific charges. The customs clearance procedure also plays a role.

Possible cost items include:

  • product-dependent DAI import duty
  • 13 percent VAT
  • possible one percent levy according to law 6946
  • Selective excise tax for certain goods
  • further product-specific taxes
  • Fees for customs brokers
  • Costs for testing or approval
  • Storage and presentation fees

The customs value is usually based on the goods, freight, and insurance. Then, customs duties and other taxes are factored into the VAT base. Therefore, calculate it step by step.

A preferential tariff can reduce the daily import duty (DAI). For this to apply, the goods must have EU origin and proper documentation. Other taxes are not automatically waived as a result.

Cost of a package to Costa Rica

Flat rates are of little help in achieving this goal. Weight, box dimensions, and service determine the shipping price. The exact destination influences potential surcharges.

Important price factors include:

  • actual weight
  • calculated volumetric weight
  • Length, width and height
  • Standard or express service
  • Pickup location and destination region
  • Fuel or area surcharges
  • insurance and liability
  • Dangerous goods or lithium batteries
  • Customs service and return option

Large, lightweight boxes often have a high bulk density. Therefore, remove unnecessary empty spaces. Secure packaging remains crucial.

Import duties are not included in the shipping price for DAP (Delivered at Place) shipments. The recipient usually pays them before delivery. Therefore, compare offers based on the total cost.

  • unique product name
  • Material and intended use
  • HS or SAC code
  • Sales and customs value
  • Country of origin
  • Weight and quantity
  • Battery or dangerous goods status
  • possible import release

Record address in a structured manner

Ask for the province, canton, and district separately. Include the postal code, landmark, and mobile phone number. Free text alone increases the risk of errors.
