Shipping to Kosovo without unnecessary customs delays

Transport to Kosovo is relatively straightforward. Nevertheless, a shipment should be fully prepared before collection.

Particularly important are the value of the goods, their origin, a precise description of the goods, and the correct Customs tariff number or HS code.

Choose the shipping method that best suits the shipment

Smaller items can be sent as parcels or express shipments. For multiple packages, machinery, or heavy goods, pallet and freight solutions can be more economical.

Check EU preferential origin

If goods are manufactured or sufficiently processed or transformed in the EU, they may, under certain conditions, have EU preferential origin. With the correct proof of origin, this can reduce customs duties in Kosovo.

Clearly describe goods

Terms like "parts," "accessories," or "goods" are not very helpful for customs clearance. Therefore, the material, function, and intended use should be specified as precisely as possible.

Important information about customs and import duties

DAP or DDP for shipments to Kosovo.

It should be determined who will handle import clearance and any potential import costs before shipping.

With DAP (Delivered to Place), the shipper organizes transport to the agreed destination. Customs duties, VAT, and other import costs are generally borne by the recipient.

With DDP, on the other hand, the sender covers the agreed import costs. This can provide greater cost transparency, especially for B2C or e-commerce shipments.

However, for deliveries to Kosovo, DDP availability should always be checked based on the carrier, goods and recipient.

You can find a detailed comparison in our guide to DAP and DDP for international shipping.

What are the customs duties for a shipment to Kosovo?

Without an applicable free trade agreement, the standard Kosovar import duty for many goods is 10 percent. However, special rules apply to goods from the European Union.

The Stabilisation and Association Agreement between the EU and Kosovo has been in effect since 1 April 2016. It provides for the gradual establishment of a free trade area. Tariffs on industrial products with preferential EU origin have been completely or gradually eliminated. The ten-year transition period ends in 2026. Only certain agricultural and fishery products remain subject to special regulations or quotas.

Therefore, the difference between the following is important:

Shipped from Germany
and
EU preferential origin of the goods.

Goods do not automatically receive preferential customs treatment simply because they were purchased in Germany or shipped from there.

What VAT rate applies to imports into Kosovo?

The regular VAT rate in Kosovo is 18 percent.

A reduced tax rate applies to certain basic goods. 8 percentDepending on the legal classification, this includes selected everyday goods.

Even if no import duty is levied due to proof of preferential origin, VAT may still be charged.

Take advantage of customs benefits with EUR.1 or a declaration of origin.

One of the most important features when shipping from Germany to Kosovo is the possibility of proving EU preferential origin.

According to the rules of origin applicable in 2026, the following proofs of preferential origin may be used in particular:

  • EUR.1 movement certificate
  • Declaration of origin for originating products up to a value of 6.000 euros
  • Declaration of origin without value limit by a Authorised Exporter

German customs currently explicitly confirms these possibilities for Kosovo.

Kosovo is therefore a good example of why simply adding EUR.1 is not a sound customs strategy. First, it must be verified whether the goods even meet the requirements for preferential EU origin.

Since 2026, modernized rules of origin have also applied within the Pan-Euro-Med area. The movement certificate EUR-MED will generally no longer be maintained as a separate standard certificate under the revised rules..

Import restrictions also apply to certain goods. Import licenses may be required, for example, for pharmaceuticals, live animals, and tobacco products. Animal and plant products may be subject to veterinary or phytosanitary controls.

Sending a package to Kosovo: What companies should consider

The short distance and close economic ties to Germany make Kosovo an interesting destination for European traders and manufacturers.

Germany is one of Kosovo's most important trading partners. At the same time, a significant portion of Kosovo's imports originates from the European Union. This creates favorable conditions for German companies to conduct regular B2B deliveries.

Nevertheless, from a customs perspective, this is not considered an intra-Community shipment. Therefore, the necessary export and import information must be available for shipments of goods.

What customs documents do I need for Kosovo?

For commercial imports, Kosovar customs requires appropriate import documents.

Depending on the process, relevant documents include, among others:

  • Commercial invoice
  • Customs declaration
  • Proof of origin
  • Transport documents
  • packing list (if applicable)
  • required permits

The Single Administrative Document (SAD) is also used for imports. According to current import information, the following documents are required for processing: a commercial invoice, proof of origin, and a customs declaration.

If the goods are not sold, a pro forma invoice may be required, depending on the reason for shipment. We explain the difference below. Commercial invoice or pro forma invoice.

Correctly state the customs tariff number and goods description.

The customs tariff number determines how goods are treated upon import.

A description such as:

"Spare Parts"

This is not very helpful.

A better example would be:

“Steel drive shaft for industrial packaging machine”.

The detailed description of the goods helps customs to understand the contents and use of the shipment.

You can find more information in our guide to HS code and customs tariff number.

Preferential origin can save on customs duties

EU customs preferences are particularly interesting for German companies.

Industrial products with preferential EU origin can be imported into Kosovo under the conditions of the Stabilisation and Association Agreement with preferential tariff treatment or duty-free. However, a valid proof of preferential origin is required.

For originating products valued up to €6.000, a declaration of origin can be used without authorization. Alternatively, an EUR.1 certificate can be issued. For declarations of origin exceeding this value limit, authorization as an authorized exporter is generally required.

How long does shipping to Kosovo take?

Due to the geographical proximity, comparatively short transit times are possible.

Express shipments can reach some key destinations within approximately two business days. DHL currently estimates delivery times of six to ten business days for standard parcel shipping.

However, the actual delivery time depends on the shipping service provider, destination, type of goods and the duration of customs clearance.

Avoid typical mistakes when shipping to Kosovo

Although Kosovo is geographically part of Europe and uses the euro, goods shipped from Germany are not considered intra-community deliveries without customs clearance. Kosovo is not part of the EU customs territory.

This very confusion can lead to missing customs documents in practice.

Other typical problems include:

  • inaccurate product descriptions
  • missing commercial or pro forma invoice
  • incorrect customs tariff number
  • Preferential origin is assumed, but not proven.
  • EUR.1 or origin declaration is used without fulfilling the rules of origin.
  • missing permit for regulated goods
  • incomplete recipient address
  • missing phone number or email address

The preferential origin in particular should be thoroughly examined. “Made in Germany” and “EU preferential origin” are not automatically the same thing.

DHL also recommends that recipients in Kosovo provide their phone number and email address so that delivery information can be transmitted directly.

What goods are frequently shipped from Germany to Kosovo?

Germany is one of Kosovo's most important trading partners. German exports to Kosovo reached a value of approximately €410 million in 2024. In the first half of 2025, they increased again by around 10 percent compared to the same period of the previous year.

Major German export categories include vehicles, machinery, food, plastics, and chemical products. For traditional B2B shipping, items such as spare parts, machine components, tools, electronic components, and technical equipment are therefore relevant.

However, additional permits may be required for pharmaceuticals, certain chemicals, animals, or other regulated products.

Shipping to Kosovo for online retailers

Kosovo is also of interest to German online retailers. More than 90 percent of households regularly use the internet, while a large proportion of cross-border online purchases are made with retailers from the EU and the USA.

However, during checkout, merchants should clearly indicate whether shipping will be via DAP or DDP.

With DAP (Delivered Duty Paid), customs duties, VAT, or other import costs are only incurred by the recipient after the order has been placed. In contrast, an available DDP (Delivered Duty Paid) solution can already factor these costs into the retailer's calculations.

You can find more information about both procedures in our guide to DAP and DDP.

What makes shipping to Kosovo special?

Kosovo uses the euro as its currency. Nevertheless, the country is neither part of the EU single market nor the EU customs territory.

For shippers, this means: invoices can easily be issued in euros, but shipments of goods still require regular customs clearance.

Another advantage is the trade agreement with the EU. This allows goods with preferential EU origin to receive tariff advantages.

In addition, Kosovo is part of the Pan-Euro-Med preference zone, which means that under certain conditions, cumulation of origin is also possible in cross-border production chains.

Which shipping providers deliver to Kosovo?

Kosovo is integrated into the networks of several international shipping providers. DHL, UPS, and FedEx have a presence in the country.

However, which carriers and services are available for a specific shipment depends on the weight, dimensions, destination, and type of goods.
