Kuwait shipping: Consider import requirements before pickup.
A correctly packed shipment alone is not sufficient for Kuwait. A clear description of the goods, the correct value of the goods, the country of origin, and the appropriate packaging are also crucial. Customs tariff number or HS code.
For business shipments, it should also be clarified in advance whether the recipient is allowed to import the goods into Kuwait.
Recipient and importer must coordinate
Kuwait requires an import license for numerous commercial imports. Goods requiring an import license must be imported through a duly registered Kuwaiti importer or broker.
Review product requirements
Certain technical products fall under the Kuwait Conformity Assurance Scheme. In these cases, proof of conformity or further approvals may be required before import.
Formulate a concrete product description
Instead of general descriptions like "equipment" or "parts," it should be clearly identifiable what is being shipped. Material, function, and intended use help with correct customs classification.

Important information about customs and import duties
DAP or DDP to Kuwait: The import role is crucial
Whether a delivery should be made via DAP or DDP depends more in Kuwait than in many other markets on who can import the goods.
With DAP (Delivered at Place), the shipper delivers the goods to the agreed destination. Import clearance and any resulting import costs are generally the responsibility of the recipient.
With DDP (Delivered Duty Paid), the shipper also covers the agreed import costs. This can be more convenient for the customer. However, it must be clarified who is authorized to act as the importer in Kuwait.
For many commercial imports, the local importer needs a valid import license. Only local, appropriately authorized parties can clear certain goods through Kuwaiti customs.
Therefore, a DDP solution to Kuwait should always be individually reviewed.
You can find more information about the differences in our guide to DAP and DDP for international shipping.
Customs in Kuwait: 5 percent applies to many goods.
Kuwait is part of the Gulf Cooperation Council (GCC) customs union. Therefore, a common external tariff of 5 percent applies to a large portion of goods imported from Germany.
This is generally calculated based on the CIF value. This includes the value of the goods, insurance, and freight to the point of import.
The 5 percent rate is not absolute, however. Exceptions exist for various foodstuffs, agricultural products, and medical and pharmaceutical products. Tobacco products, on the other hand, are subject to a significantly higher tax.
Which rule actually applies therefore depends on the respective customs tariff number.
Information on the classification can be found in our guide to Customs tariff number and HS code.
Kuwait does not currently levy a general VAT.
One of Kuwait's special features is its current tax system.
Although the GCC states have already concluded a common framework agreement for the introduction of a value-added tax, Kuwait has not yet implemented a general VAT. As of July 2026, PwC continues to list Kuwait without a standard VAT rate.
Importing goods may still incur costs. These include, in particular, customs duties, clearance fees, and possibly fees for product testing or conformity assessment procedures. Our shipping cost calculator will calculate the VAT for you.
Import license, certificate of origin and KUCAS: These are important for Kuwait
Kuwait sets specific requirements for importers and accompanying documents for commercial imports.
For commercial shipments, the following are generally required, among other things:
- Commercial invoice
- Certificate of Origin
- Packing List
- Air Waybill or Bill of Lading
Depending on the type of goods, import licenses or other official permits may be required.
KUCAS for regulated products
This is another special feature Kuwait Conformity Assurance Scheme (KUCAS).
The system serves to check regulated products for compliance with Kuwaiti technical requirements before or upon import. Which goods are affected depends, among other things, on product category and HS code.
Via the electronic TABEK platform Relevant products and import shipments are registered or processed for release.
The requirements are constantly evolving. Since 2026, for example, additional regulations have applied to certain building materials and lighting products.
Sending a package to Kuwait: Plan transport and import together
With just under five million inhabitants, Kuwait is not a huge market. However, its high purchasing power and strong import dependency make it an attractive destination for German manufacturers and retailers.
Especially with machinery, spare parts, and high-quality technical products, transport speed is not the only factor. Often, the preparation itself determines how quickly a shipment is actually released after arrival.
What documents are required for a shipment to Kuwait?
A commercial invoice is required for the sale of goods. It should contain as precise information as possible about the goods, quantity, price, origin, and business partners.
For commercial imports, Kuwait generally also requires a certificate of origin, a packing list and the relevant transport document.
If, on the other hand, goods are not sold, a pro forma invoice can be used, depending on the reason for shipping.
We explain the difference in more detail below. Commercial invoice or pro forma invoice.
Do not confuse the country of origin with the country of shipment.
For Kuwait, accurate origin labeling is particularly important.
The country of origin must generally be identifiable on imported goods. Furthermore, this information must match the shipping documents.
If a product is manufactured in China, for example, and then shipped from Germany, the origin of the goods remains China. Surprisingly, the starting point of the package does not transform the product into a German one overnight.
Check product labeling before shipping
Additional labelling requirements apply to certain goods.
For chemicals, for example, extensive information on composition, use, storage, and safety is required. Pharmaceuticals require, among other things, information on batch number, manufacturing process, and shelf life.
Food products are also subject to detailed labeling requirements. Many mandatory details must be provided in Arabic, although multilingual labels are permitted.
How long does it take to send a package to Kuwait?
Distance does not automatically mean a long travel time.
Under favorable conditions, Kuwait can reach its destination in about [timeframe] via express services. two working days can be achieved. For classic international parcel shipping, around 8 to 12 working days be planned for.
Customs inspection, import licensing or KUCAS procedures can delay actual delivery.
Compare shipping costs to Kuwait

With the Shipping cost calculator from Paket International You can compare available services for your shipment.
Five typical stumbling blocks when shipping to Kuwait
Not every customs delay is caused by complicated legislation. Surprisingly often, information that could have been clarified before shipment is simply missing.
Particularly problematic are:
- a recipient without the required import authorization
- contradictory information about origin
- missing Certificate of Origin
- general product descriptions
- Unverified KUCAS requirements
Incorrect product labeling can also complicate the approval process. The country of origin must be clearly and permanently identifiable on imported goods and must match the accompanying documents.
For regulated technical goods, it should also be checked before shipment whether the product is listed in the KUCAS system. The Public Authority for Industry provides a search function for this purpose, using either the product name or the HS code.
German goods for the Kuwaiti market
Kuwait has a high demand for imports. German suppliers are particularly interested in investment products and high-quality goods.
For business shipments, the following goods, for example, may be relevant:
- Machine components and spare parts
- Tools
- electrical and electronic devices
- car parts
- Medical Technology
- Measurement and control technology
- high-quality consumer goods
In 2025, Germany exported goods worth approximately €1,319 billion to Kuwait. This represented an increase of almost ten percent compared to the previous year.

Why Kuwait takes a closer look at technical products
Kuwait combines a comparatively low general customs duty rate with sometimes extensive product conformity requirements.
This applies in particular to goods that fall under the technical regulations of the Public Authority for Industry.
The KUCAS system comprises a list of regulated goods structured according to HS codes and product groups.
For example, new regulations have been in effect since 2026 for certain building materials and lighting products. For the latter, energy efficiency and labeling requirements, among others, have been mandatory since August 2026.
Especially with new product groups, testing should therefore not be limited to, ob they may be sent to Kuwait, but also Under which technical conditions they can be introduced there.
Which carrier is suitable for Kuwait?
A general recommendation for a single carrier is not very useful.
For a light express shipment, a different service provider may be more economical than for several heavy boxes or a pallet.
Therefore, at least the following data should be compared:
- Weight and dimensions
- Destination address
- Runtime
- Type of goods
- cart value
- desired service
Paket International allows companies to compare available carriers and shipping products using this data.
