Start shipping to Libya with complete documentation

For shipments to Libya, the contents should be clearly described before booking.

In addition to the value and origin of the goods, customs requires a suitable Customs tariff number or HS code.

Libyan customs also requires various accompanying documents for commercial imports. These include, among other things, a detailed invoice, proof of origin, and a packing list.

Complete the invoice in full
The commercial invoice should list each item individually with its name, quantity, value, and other relevant information. For different items, the respective price must be clearly assigned to each product.

Document origin
Libyan customs generally requires proof of origin for imports. The Certificate of Origin should match the information on the invoice and other shipping documents.

Review trade restrictions
EU sanctions and export restrictions remain in place for Libya. Therefore, especially for sensitive technical goods, dual-use products, or certain recipients, it is advisable to verify the legality of the shipment before booking.

Important information about customs and import duties

DAP or DDP to Libya: Clarify import processing in advance

For deliveries to Libya, it should be clearly defined who will handle customs clearance.

For DAP The sender organizes transport to the agreed destination. Import clearance and any applicable import costs are generally the responsibility of the recipient.

For DDP In contrast, the seller assumes the agreed costs and obligations of the import.

However, a DDP solution to Libya should not be offered as a standard package. Libyan customs clearance requires, among other things, trade, origin, and import documents. Banking and registration requirements may also be relevant.

Carriers may also impose special requirements due to trade restrictions.

DHL Express currently lists Libya both as a crisis region with a security surcharge and as a country with an embargo surcharge.

You can find more information about the delivery terms in our guide to DAP and DDP for international shipping.

What are the customs duties in Libya?

The Libyan tax system differs from that of many other countries.

According to current tax regulations, traditional import duties were largely abolished in 2005. An exception exists, in particular, for tobacco and tobacco products.

However, for most imports, a Service fee of 5 percent A duty is levied on the value of the goods. Additional import duties of approximately 0,5 percent may also apply. Exceptions exist for certain investment projects and sectors of the oil industry.

At the same time, the Libyan customs administration continues to maintain a detailed customs tariff based on HS codes. This tariff includes exemptions, duties, and import bans, depending on the product.

A flat-rate calculation using only five percent would therefore be too simplistic.

The decisive factors are:

  • Customs tariff number
  • Type of goods
  • cart value
  • Country of origin
  • possible exemptions
  • possible import restrictions

Further information on the classification can be found at HS code and customs tariff number.

Does Libya have a value-added tax (VAT)?

Libya does not currently levy a general VAT.

This clearly distinguishes the country from many other shipping destinations in North Africa and the Middle East. PwC also confirms, as of May 2026, that no value-added tax is levied in Libya.

However, no VAT does not mean that importing is free of charge.

Depending on the shipment, the following may apply, for example:

  • 5% import service fee
  • further import duties
  • Carrier fees
  • Customs clearance costs
  • Product-specific taxes may apply.

VAT: No general VAT

What documents does Libyan customs require?

The Libyan customs administration publishes relatively specific requirements for commercial imports.

The documents mentioned include:

  • Original delivery order
  • detailed and duly confirmed commercial invoice
  • Certificate of Origin
  • Bill of Lading or transport document
  • Proof of bank transfer for commercial goods
  • statistical code
  • detailed packing list

The invoice should include, among other things, the importer, exporter, invoice number, date, product description, quantity, and technical or physical characteristics. The delivery terms, such as FOB, C&F, or CIF, should also be specified.

This is an important difference compared to many other countries: A very brief invoice with product name and total price is not a particularly brilliant strategy for a regular Libyan import.

The customs administration also uses electronic customs systems such as ASYCUDA and leads to a system Advance Cargo Information, ACITherefore, before larger commercial shipments, it should be clarified with the importer or customs agent whether pre-registration of the shipment is required.

We explain which invoice type is appropriate for which shipping reason below. Commercial invoice or pro forma invoice.

Sending a package to Libya: What companies should consider

Libya lies directly on the Mediterranean Sea and is geographically relatively close to Europe. Nevertheless, shipping goods is considerably more complicated than the distance would suggest.

The country is neither part of a customs union with the EU nor does it currently have a free trade or association agreement.

Libya is also not a member of the World Trade Organization. WTO accession negotiations, which began in 2004, are still ongoing.

For German shippers, this means that customs and import regulations should be checked individually for each shipment of goods.

What documents do I need for shipping to Libya?

A detailed commercial invoice is required for a commercial sale of goods.

It should clearly display at least the following information:

  • consignor
  • Recipient or importer
  • Invoice number and date
  • detailed product description
  • Quantity
  • Individual and total value
  • Country of origin
  • Customs tariff number
  • Shipping and delivery conditions

In addition, the Libyan customs administration lists a Certificate of Origin and a detailed packing list as relevant import documents.

Formulate the product description as specifically as possible.

The content should be comprehensible based on the invoice alone.

Instead of:

“Machine Parts”

For example:

“Stainless steel housing for industrial water pump”

significantly better.

This allows for faster identification of the type of goods, material, and intended use.

Additionally, the appropriate Customs tariff number can be determined immediately.

No EU preferential trade agreement with Libya

Regarding Libya, it is also important to consider what not applies.

Unlike, for example, shipments to some other Mediterranean or African countries, there is currently no trade agreement between the European Union and Libya.

Therefore, an EUR.1 certificate does not automatically lead to EU preferential treatment in Libya.

The Certificate of Origin may still be required as regular proof of origin for imports. However, it is not the same as a preferential origin certificate.

The actual duration also depends on the destination, type of goods, and customs inspection.

The current Libyan customs tariff explicitly includes import prohibitions alongside standard goods categories. Pork and various pork products, for example, are listed as non-importable.

In addition, restrictive measures remain in place on the EU side for certain goods, recipients and uses.

Among other things, the export of certain equipment that could be used for internal repression to Libya is prohibited or requires a permit. The relevant EU regulations were further updated in 2026.

For sensitive technical products, an export control check should therefore be carried out before booking.
